“Super” 3,300ha logistics center will be built in Can Tho city

The Project to Build a Center for Linking, Producing, Processing and Consuming Agricultural Products in the Mekong Delta Region in Can Tho City is one of the 6 important contents in Resolution No. 45/2022/QH15 on piloting a number of specific mechanisms and policies for the development of Can Tho City, approved by the National Assembly on January 11, 2022.

Mr. Duong Tan Hien, Permanent Vice Chairman of Can Tho City People's Committee, said that the Center's expected scale by 2050 is 3,300 hectares in Long Tuyen ward, Binh Thuy district and Giai Xuan commune, Phong Dien district. 

The center includes the following subdivisions: Logistics and export service provision with 100 hectares; duty-free area 100 hectares; research and application of science and technology 25 hectares; production and processing area with 215 hectares.

The establishment of a Center for linking, producing, processing and consuming agricultural products in the Mekong Delta in Can Tho City with the goal of “A multi-service destination”. This place will play a role in connecting 3 houses: farmers, manufacturers and import-export enterprises.

Regional linkage including production, processing and consumption of agricultural products is the most important task of the center - leading, orienting technology, promoting production, creating added value. At the same time, promoting, marketing, building brands of agricultural products of the Mekong Delta through digital commerce platforms, social networks and other media.

This will be the logistics center of the whole region serving exports, including: cold storage, general warehouse, bonded warehouse; IDC (customs clearance, inspection); logistics services; integrated multimodal transport. This is also the refined processing center of the region, including factories and enterprises processing agricultural products using high technology, creating high added value, operating according to the smart mechanism with processing fields such as: rice, vegetables, seafood; operating a unified waste treatment system throughout the center.

The Center also has the function of researching, developing, and converging advanced technological solutions to serve the production, processing, and consumption of agricultural products in the Mekong Delta to provide and transfer to production units in the region.

Regarding infrastructure construction, the center invites capable and reputable investors to ensure the formation of the center's infrastructure, which is convenient for transporting goods to and from all directions and by all means. The center will be a symbolic project of science and technology in the Mekong Delta.

The Center also invites investors and partners with high technology in developing organic agriculture, circular agriculture, shared agriculture and digital agriculture in research, application, technology transfer; production, processing; providing export services, consuming agricultural products...

Is there a solution to the problem of "good harvest, low price" of agricultural products?

At the Conference on giving opinions on the Project to establish a Center for Linking, Producing, Processing and Consuming Agricultural Products in the Mekong Delta on May 11, Mr. Tran Cong Thang - Director of the Institute of Policy and Strategy for Agricultural and Rural Development (Ministry of Agriculture and Rural Development) said that in the world, there have been quite strong developments in models of linking industry clusters and connecting centers. These models contribute to increasing the added value of agricultural products, managing supply sources well, connecting sectors, forming centers to provide service support, connecting markets, creating jobs, and increasing economic value. For Vietnam, this is a new model.

Therefore, the project needs to clarify further issues related to the development of centers, wholesale markets, industry clusters and connectivity in agricultural production, processing and business and support services, including logistics.

“How will the application center be operated and some services such as auctions and trading floor development be developed? Will there be a PPP mechanism built into some investment items?”, Mr. Tran Cong Thang raised the issue.

Commenting on the establishment of ICD, the representative of the General Department of Customs (Ministry of Finance) said that if the center attracts foreign investment enterprises, having an ICD agency will be very important. The customs sector will support the establishment, human resource arrangement, procedures, etc. if the center is established.

At the Conference, delegates also said that the project needs to clarify the center's operating model, thereby clarifying its functions, powers and tasks. 

The project needs to clarify the roadmap for building the components of the center based on the development of a plan for capital investment phases to implement functional areas.

According to Associate Professor, Dr. Nguyen Ngoc De, former Deputy Head of the Faculty of Rural Development (Can Tho University), the establishment of the Center for Linking, Producing, Processing and Consuming Agricultural Products in the Mekong Delta is a positive signal for agricultural products in the region.

In addition, the Center is located in Can Tho City, which is an advantage when associated with the dredging project combined with the recovery of products of the Dinh An - Can Tho maritime channel (part of the specific policy for Can Tho City). Accordingly, the cost of transporting goods by waterway is very low, helping businesses reduce costs and make goods more competitive. 

Agricultural products of the Mekong Delta are increasingly growing in quantity and quality.

Grasping the Government’s strategic orientations, FundGo is planning to invest in the agricultural export sector, taking the “super cold storage” project as the first step. The cold storage is built according to domestic and international standards, ensuring the ability to store products and the quality of goods for the city in particular and the Mekong Delta in general. Accordingly, Can Tho city will become a “multi-service destination” with the role of connecting farmers, manufacturers and export enterprises, while linking the three raw material, processing - production and consumption areas of the region, promoting overall economic growth. 

FundGo hopes to deploy more strategic investment projects to contribute to the development path set out by the Government, contributing to the comprehensive development of the region.
